In reading the NSPS proposed regulation I find that NSPS is not designed to close the gab between Labor and Management. I see it only openning the gate wider for nepotism and more political appointments. NSPS does not offer any safeguard to prevent the "Good Old Boy" system. As a bargaining member I feel that giving the supervisors total control as to our pay increases adds fuel to the fire, especially if one already exist. Many employees will be affected with this NSPS regulation,
