NSPS assumes that PAY FOR PERFORMANCE will reward that which is in the best interest of the Department of Defense and the American Taxpayer. That is a simplistic assumption. There are so many variations of unintended results that would NOT benefit the Department of Defense and the American Taxpayer. Examples would be the pressures exerted on the civil servant to shortcircuit safety or environment concerns to save money for PERFORMANCE sake that could result in death, injury, or pollution or harm to the environment.
