As published, the proposed NSPS regulations lack critical details on how various aspects of the new system will operate. A lot of details still need to be worked out, yet supposedly the first phase of this new system will be implemented starting 1 July. Please consider the following comments and delay final implementation until the proper steps have been taken to effectively involve the elected representative of Defense Department workers. It is a concern that AFGE had filed a law suit based on new system proposed thus far. The issues raised by the union should be resolved to the satisfaction of union members before implementation. There are some positive aspects of the new system, but thus far they are far outweighed by the gaping holes in the details of the proposed new system. For instance, it appears that commands could be forced to eliminate positions in order to fund this pool that is supposed to be used for raises and possibly salaries. We would all like to see the dead wood removed from the federal system, but lets face it folks, much of the dead wood has been created by the good old boy system which is deeply entrenched in the federal government. Since many of these good old boys are the supervisors that will be making the decisions on promotions and pay raises, the new system will merely exaserbate the situation, rather than solve the dead wood problem. I would like to propose that the good aspects of the current system be identified and improved upon, rather than creating a whole new merky system that does not appear in any way to enhance national security, but undermines federal workers' confidence in their employment system.
