Page 7571 "Under these regulations, the Department will hold employee representatives to the same conduct requirements as any other DoD employee...The Department will no longer be bound by FLRA's 'flagrant misconduct' standard or any other test developed through case decisions which may immunize union representatives engaged in otherwise actionable misconduct." Of the many rights that have been stripped from unions and union officials, this is one of the most heinous. It has little or no bearing on national security and will serve only to castrate union officials. Under this new provision, bargaining will be impossible. How can a union steward be an effective negotiator when the management official he is working with has the power to punish him and even decrease his pay for arguing or being "insubordinate?"
