NSPS's success is dependent on sustained moral and ethical leadership that is capable of management for performance and accountability. Yet, NSPS proposed regulations seem to be based on overly optimistic assumptions that the ability to reward or punish the employee will compensate for the lack of leadership within the Department of Defense. As such, the NSPS proposed regulations are inefficient in scope and details to guide and direct a personnel system transformation to success. There is no assignment of accountability and responsibility for direction, oversight, and performance metrics for evaluation.
