Overall Comments I am concerned about the pay pool panel and pay pool manager. How are these determined and is this an additional cost to the agency to run this effort. Surely, this is not additional workload for the techical managers. And surely we will not build an additional costly staff of pay managers. Also, what about this system is going to make setting and communicating performance expectations any better than the system we are now under. Also, employees are not guaranteed step increases in the present system. Good - The reduction of time involved in disputes reduces the impact to the agencies. However, fairness to impacted employees must be kept in the process.
