With an aging workforce in the Department of Defense civilian sector, doesn't it seem that the Department of Defense would want the older workers to mentor the incoming younger ones? NSPS does not foster that - it forsters competition. Seems that thte Department of Defense would stand to benefit from a very cooperative spirit in the workforce at this time.
