Comments:
The grievance process will be undermined by NSPS. Appeals are not going to be heard by an independent third party. It will be heard by an internal Department of Defense board. It will be just like the EEO complaints process is now. Most complainants give up because the process is so blatanly unfair. This can't be good for the DoD employee. My experience is with the Navy and they will NEVER admit wrong.
