Comments:
The NSPS specifically excludes the higher upper management from it's clutches, I think if we are going to implement a new federal pay and performance system, it should apply to all federal work, from the lowest coffee fetcher to the highest office, the Presidency. Including all members of congress. This would be a fine method to make it fair, if the people making the rule has to live by the rule, it will become a much fairer regulation. This is already one of our biggest problems as a country, our congress and rulemakers feel they do not have to abide by it. Thanks
