Because of the lack of a market-driven bottom line, management tends to go after the latest management fad. This trend is exacerbated by the overabundance of industry consultants who are more than willing to help "fix" things as long as the money keeps flowing their way. This effort is a good example. So is the horribly complex, confusing attempt at implementing a balanced-scorecard approach to DOD performance measurement. The constantly changing approaches, moving from one failure to the next, demoralizes the workforce. Implementing some common sense approaches to organization and leadership, like letting people know how they fit in and why what they're doing is important to the nation, would do wonders.
