1st line supervisors barely have time now to implement the current system. The new system will require "extensive training", plus apparently much more interaction between supervisor and employee providing clear expectations and feedback during the performance period. Does DOD expect that this system will improve productivity enough to offset the additional work needed to implement it? According to the guidelines, managers will be able to change performance expectations throughout the year. What's to keep managers from continuing to raise the bar, then withholding pay raises or bonuses when employees fail to hit the moving target? What will prevent two employees who do the same job in the same organization, and performing at the same level, from receiving different compensation?
