Much has been made of the perception that DOD leadership does not have the freedom to use civilians as they do military personnel, and that if they did, much work currently done by the military could be done by civilians. This seems quite unrealistic and even unfair. Civilians didn't sign up for the 24x7 on duty culture or unquestioning obedience to authority as military personnel did. Also, civilians aren't compensated for it - they can't retire with 20 years of service with the benefits that military members receive. Finally, many military leaders don't want civilians in positions that are critical to the success of their missions and the advancement of their careers.
