Comments:
Adequate compensation and bonuses based on performance seem key to this. But Congress is reluctant to provide competitive pay, believing that Government workers (except for them) are already overpaid and under-worked. The non-Government sector pays more for the same work, and bonuses average twice those in Government. How exactly will the NSPS improve our ability to compete for good workers?
