This system scares me to death ! From what I have read it will only serve to make a bad situation worse .Unfettered power of a persons pay by managment will only turn us into so many money grubbing fools.In the last 23 years, I have seen a lot of programs come and go but this one is really over the top.What is really needed is to make managers accountable to someone other than the person who placed them in there position and can take them out.THIRD PARTY comes to mind. What the current system has deterioated to is a system where top performer is really the person who makes his or her boss feel good or better than anyone else.This cycle must be broken but NSPS will not do this.There are currently regulations on the book to do all that NSPS hopes to to do, use them.
