The Air Force Office of Special Investigations (AFOSI) requires criminal investigator movement to another assignment/location on average between 2-4 years. As it pertains to “voluntary” reassignments and a superior performer, will DoD organizations be required to establish what assignments and locations have an impact on pay increase or decrease based on the location or assignment? If an agency moves an individual to a tough-to-fill assignment/position, provides an increase in pay based on the difficulties and potentially dangerous or just increased operations tempo, what happens to the employees pay when there time is complete and reassigned to another position that may not have the same pay level? Will the employees pay decrease? How can NSPS justify this fluctuation in pay based on location/assignment? This allowance of fluctuation will have detrimental affects to the individual and will limit the willingness of employees from accepting a position. Reference: § 9901.352 Setting pay upon reassignment. (a) Subject to paragraph (b) of this section, DoD may set pay anywhere within the assigned pay band when an employee is reassigned, either voluntarily or involuntarily, to a position in a comparable pay band.
