I am writing in concern about the National Security Personnel System (NSPS) Regulations Act implementation and what this non-benefit change does to our federal employees now and in the future. Subpart A- I recommned that you give the employees more time to understand all the phases that it is not fair to do spirals without acceptance from the majority of the federal workers this is affecting. There just is not suffient information on this Act and we need more information and the facts spelled out. Subpart B-&C: I do not agree on changing the GS and FWS system to Pay banding system because I'm a matrix employee to another organization and some of the time my boss does not know what I do or how good I do it. There is no assurance in the regulation that we will get step or career ladder promotions. I'm a very hard worker and I have had supervisors in the past that gave me an OK appraisal; however they have there favorites and not all can get award money. We need pay incentives and measurable goals everyone can achieve. We do come to work to accomplish the AF mission; however, we do need to pay bills and have money for retirement. Sub part E- RIF I do not agree that Performance rating should be the greater wieight than seniority and vetern's preference. Even though I'm not a vet or a disabled vet we owe them for there service. I went thorough a RIF went they closed McClellan and the person bumping me had a service comp date 1955 the year I was born. Luckly they found her a job and I got to keep mine. I now have worked 20 years I would hate to think the a 19 year old could bump me because of there perfomance. I think that all of the factors should be more equal. Years of service. performance, education and veteran's perference. Subpart I: I disagree with this section. The employees need a Union Representation to help protect employees rights and duties when they are not being treated fairly by managment or another employee. I have never filed a complaint but at least I know I can go to the union for advice or assistance when I need it. Under NSPS DOD manager will not have to disclose information witch is wrong. There will be no ULP to enforce a rule or regulation that is in conflict with an existing collective bargaining agreement. For these reasons, I oppose the implementation NSPS and I urge you to act to instruct the Secretary of Defense to halt implementation of this ACT. This System will give DOD and managers too much power and leave the employee powerless. I'm a civilian and I did not join the military service now at '50'.
