I feel that all of the proposed changes should apply to both the House and Senate. Since they feel that this will improve the DOD workforce, it should also improve the productivity of both houses. Who have it set up to get automatic pay raises unless they vote to not give themselves one. The whole concept undermines the ability to recruit and retain quality employees and give them a air and just pay and promotion system. I for one sereved over twenty years in the military and do not intend to be deployed at someones whim again. There are more than enough jobs in my field that don't require this kind of system for job security, pay or team work. It is a shame that our government feels that it is ok to make these changes in the name of fighting global terrorism. When good employees leave, will we have to resort to a DOD draft for civilian employees? I would like to more specifics about the proposed changes and then allow another comment period prior to implementation.
