In regard to the proposed National Security Personnel System; first let me say that I fail to see anything in this proposal that has anything to do with OUR national security. How can an incomplete proposal, without any specifics be helpful? I’ve heard it said that an employee that performs satisfactory work has nothing to fear from a performance based raise system. However this also turns an otherwise fair system into a good old boy system, where there is no guarantee that an employee will get a fair raise, whether they deserve or not. It can’t help but get personal. Again, I fail to see how this will secure our nation! No one has been able to tell me how pay banding will work in the WG area of the DoD. These are skilled trades that take time and experience to accomplish. A WG-11 has to be more skilled and be able to train lower grade employees. Again, I fail to see how this will secure our nation!
