Comments:
I am concerned that the NSPS will bring back the nepotism and patronage abuses into federal employment tht existed before the current civil service rules were enacted. The proposed restrictions on Union activity and the near elimination of non-DOD oversight (such as the Merit Systems Protection Board) of grievances/disputes will almost certainly lead to abuses due to the elimination of the current checks and balances. The founding fathers of this country established a government full of checks and balances because they fully understood human nature. The NSPS severely lacks adequate checks and balances.
