My primary concern with the new personnel system centers around the impact that union agreements will have on determining available monies for pay increases. Discussion with FAA employees who have lived with this system for the past many years revealed to me that union employees are first in line for pay increases (due to what has been negotiated in their bargaining agreements) and that other non-union employees have gone unrewarded for several years. I do believe that we do need to overhaul our present system into something more competitive and rewarding to retain our top performers. However, whatever is implemented needs to be fairly applied to all employees whether covered by a union agreement or not and needs to be tied to performance. Negotiating terms into union agreements ahead of time defeats the equity of our pay system and should not be allowed.
