Since the aggregate amount of money allocated for civilian compensation for organizations under NSPS cannot be less than the amount that would have been allocated under the existing system, and the proposed NSPS will have more flexibilities in hiring high-quality applicants by paying them comparable salaries as offered by the private industry that are generally higher than those currently offered by the Government, then certain or all federal employees have to take a certain pay cut down the road somewhere and somehow to offset that difference. So, how can the proposed NSPS be better than the current GS system for Federal employees?
