I have been a DOD employee for 15 years. In those 15 years I have seen a number of managers use their positions to manipulate the current civilian either to help or to hinder the careers of employeers. Under the current plan employees at least had a way of grieiving inappropriate actions against them, and are allowed to question the action of higher managagement. Under this new NSPS it is quite possible that employees who may not be on the good side of their managers will not be given a fair shake and treated according to what their work skills and habits deserve. They could be unfairly punished for not coming from the right town or not knowing the right people. This bill will definitely effect many DOD workers regarding their standard of living and also their job security. In a perfect world this bill may work if people followed the golden rule , and could be trusted to make ethical decisions, but in this competitive and cut throat enviroment in which we live and work, the dedicated federal workers who have preformed these jobs for many years will be the ones most negatively effected. Allowing management to have the sole responsibility of preformance and behavior accountability as found on page 7562 of the the proposed NSPS is counter productive to impoving the effeciancey and production of the work force. Both current and future federal workers will be taking major steps backward in their employment rights and responsibilities !!!!
