Sirs: I am a vetern of Active Army service during the 1970's. Although I am NOT a Federal Employee, having three family members who have spent most of their working lives serving within the Army, both in uniform, and Civilian attire, I desire to express my opinions about this abysmal (proposed) NSPS system, and it's many, many flaws for our Country. A. After reading the (Proposed) NSPS pay system, I failed to see how implementing it would create a (new) system that would be better than the current system. I suppose the writers of the new proposal are unaware of how our current system really works. First of all, the hard working government employee rarely, if ever, gets the outstanding evaluation. The employees that play the political games or brown-nose their bosses are the ones who gain (most) of the favorable ratings. The Proposed system does not have any built-in safeguards against this and, in fact, may fuel far more (blatent) favoritism. The current system unfortunatly still allows for some nepotism . Managers and their cronies manipulate the system to their advantage; this NSPS system DOES NOT have any built-in safeguards to eliminate this and in fact, it will facilitate this activity even further! The current system is fraught with discrimination (Yes, the govt. is big on diversity-but only on paper). This is the reality of it; GOD forbid that their white male dominated world might be shattered! I'm sure given any additional leverage, managers will undoubtedly use it to their, and their favorites' advantage. Unfortunately, many (But not ALL) of the Union Locals are unable to generate strong, capable Leadership that can successfully fight for Employees' Rights. Most of our National Civil Service workers are certainly never getting rich, but they are committed to performing a good job and make a decent standard of living for their families. At the same time, they DO take pride in their work and are helping to make our military: the Number One Force in this very dangerous world. B. When has management ever been held accountable for their actions? They falsify key documents, lie for (their) favorite employees to get them promoted and have NEVER been held accountable for their actions, nor do they realize the repurcussions of (Suppossed) System "Upgrades" that are not factual, and have potentially ernomously bad consequences for our Nation. Let alone what it is costing the taxpayer. They are responsible for the quality Execution of every Job, and they quite often fail to exact a Competent job performance from the very employees that they (Poorly) Supervise. The "Good 'Ole Boy" system is alive and well, and will POSITIVELY THRIVE under NSPS. You (had better) hope your supervisor likes you. I see no protection for hard working government employees who merely desire to do a good job. We will have the family, buddies, friends, etc. of Federal Supervisors on the same (bloated) payroll. It certainly wouldn't matter IF they can't do the job. The person (who CAN) do the job will be the lowest person on the totem pole! C. It is interesting that the NSLRB's decision can be overturned by the "Authority", IF that "Authority" should (Somehow) determine that any contentious decision is arbitrary or capricious. Most of this "Proposal" is arbitrary and capricious! D. Furthermore, I wish to expressed my great concern over what this Administration calls the potential "Flexability" feature of UNILATERAL, and SUDDEN, OVERSEAS DEPLOYMENT of civilian defense workers, whitout ANY extended, BUT REASONABLE, CONCERNS. This feature has extraordinary abusive capability over Quality Federal Workers. But I fear that the number of "Unwarrented" deployments could increase significantly under the NSPS. Under the new personnel system the Department of Defense (DOD) will be able to deploy civilian employees within 72 hours with no recourse, notes AFGE. Please REJECT this exceedingly poor proposal of NSPS. A great disaster for our Nation!
