pPage 7552 7553 The Name National Security Personnel System seems to be a cover of some sort because I do not see how the transformation of civilians as Public Law108-136 states has to do with Homeland Security. Under 9902 a-h &k-m to establish a new human resource management system, appeals system & labor relations system seems like a whole not of new personnel. Where are these people going to be hired from. KPP'S minimum requirements for NSPS-meaning ? PEO are these new people coming aboard. Instead of reasigning personnel. It seems unfair to bring new people in the system instead of utilizing present workforce, Outreach of employees: We were informed March 2005 at Ft Sam Houston TX about the intent. Performance Based Pay System: Is unfair in my profession as a dental hygienist. I treat one patient every hour. How can I produce more if I still just have eigth hours a day. I liked the system we have now. It has been a matter of being being loyal and responsible until my step increase comes and with in grade increase. It is fair and straight across the board. No favoritism This idea about a pay pool seems like my pay would change. Please keep the system we now have. I have stayed with civil service because of the security of the job and retirement, certainly not because it pays better. I could be making 13 to 14 dollars more an hour than what I am making now.
