I hope the courts make this illegal. The Civil Service Commision was established to get rid of this bullshit. It has nothing to do with security. The people who will get the most promotions will be the ones who can kiss ass and suck dick the best. A finite pot of money means you will give to some and take away from others. This is just another name for The Spoils System. This is what happens when you vote Republican. You get the Government you voted for.
