Being a Federal Civil Service employee for more than 10 years, I had never seen on How can employee be promoted from GS-6 to GS-09?; A GS-09 making his own position to be promoter to GS-11 without announcement in the data base or competative eligilibility?; A GS-5 step 10 that made all requirement for pormotion had been denied to promote other employee to GS-06 and to GS-07 with less than a year in the Federal System?; individuals with less experiences in the job, in the system, and performence had been granted a promotion?; Employee that had left the Agency for more than 6 to 7 months had came back without any hiring announcement in the system. This is how our Department of the Army Police Agency is made it up their position and promotion. They promote with their own, upgrade position, and play budget reasons for not giving other the opportunity to excel. I hope you can answer my comments and do something about it. I wish an investigation from another Agency and check and determined my inquiry. Thank you for your time!
