****NSPS Challenge**** This is a challenge submitted to the NSPS PEO and the NSPS Program Offices throughout the DOD. If you firmly believe that pay for performance under the NSPS will reward hard working DOD employees then accept this challenge. As you begin to implement the NSPS and for a period of four years continue this simple procedure. Provide to each new NSPS inductee a form which will have two blank spaces for each year. Into one of the blank spaces the inductees will enter the amount their salary would have been had they still been in the GS ranks. This figure is updated each year at the OPM website and is easily accessible to all employees. Into the other blank space for that year the NSPS employee will enter the portion of all compensation earned for that year which counts toward retirement. At the end of the four year period collect all the forms from the employees and publicly release the resulting statistical analysis. In particular the figure representing the percentage of employees who are being rewarded for their efforts by being ahead of where they would have been under the GS system. It will also be a powerful motivating tool to let the rest of the employees know how many have fallen behind where they would have been under the GS system because their efforts did not measure up. This will demonstrate that you are rewarding performance and not just robbing Peter to pay Paul. Joe.Newman@robins.af.mil
