Comments:
1. Automatic step raises should be continued as employment incentives even though an employee has to wait 2 to 3 years after the third step promotion to receive an extra salary bonus. Many employees are awarded cash awards based on supervisor's personal preference rather than the employee's actual performance, innovation, or results to the mission. Too often, supervisors to ensure the employee is not rewarded for outstanding job performance; they underrate committed and dedicated employees. Employees should not feel obligated to devote special time to ensuring the supervisors know they are appreciated. Job performance should be the basis for incentive awards, and mission accomplishment should be the focus of the employee. Sometimes even when the employee write-up mission and volunteer accomplishments for the supervisor to review for quarterly award recognition, the employee still does not get nominated for recognition for a job well done. Knowing that an employee will receive an automatic step increase in pay over a period of time, it is a motivational incentive to continue to do a superior job with pride. It is not a positive thing for an employee to know that his or her pay advances are solely based on the supervisor's recommendation when personal preference can be a driving force rather than job accomplishments. The employee should have some input in the process to ensure step increases or other monetary incentives are awarded equitably. 2. Civilian employees should not be mobilized like the military servicemenbers unless civilians accept mobilization employment positions. They should have the option to volunteer to be mobilized, not ordered. Many civilians want the opportunity to serve their country at a moment's notice. However, those positions should be known in advance that they are mobilized jobs when the employee accepts the position. 3. It will be a great accomplishment when supervisors can appraise their employees objectively on performance and not on personal preference. I truly hope that you all will strive to seriously consider the comments submitted in the best interest of the civilian employees career advances, which will motivate the employees to continue to do an excellent job each day.
