I have worked for Civil Service for a large number of years. I have seen alot of changes. I work for Personnel and as always have never seen anything presented in its entirety prior to implementation. It is always hit the ground and run while ever changing. Though change can be good and I can see great potential here ONLY if all of the participants are fair. Only over my career I have had some great supervisors and some very bad ones. Though I have exceptional ratings and have always worked hard regardless of what type of supevisor I have. In the past and even now I see supervisors who are afraid to give some a bad rating or reprimand. I fear only the sexataries of civil service will have a foot up. If you get my drift. If everything was fair it would be great, BUT as always the bad apples will ruin it for the rest. And at that point what retribution will we have then. Also, most of this information has only recently been put out and many of whom I have talked to which are not in Personnel have not heard anything about this. Many of us if not most in Personnel have been asking how this will work for sometime and have only received vague answers. I truly believe the workforce should have this better explained to them before implementation. Most of what has been said about this is so vague nobody knows the effect it will cause.
