Comments:
9901.342 paragraph (a)(2) add the following. Pay pool managers will not increase or decrease the rating of record for personnel not directly supervised during the rating period. To provide for meaningful performance evaluation the rater should have had some oversight of the employee and have a reasonable number of employees to rate. Section 9001.914 (d) Labor organizations exclusive representative shall have the authority to bargain over who qualifies as an appropriate rating official for personnel in the bargaining group.
