Comments:
In RIFs under NSPS, a manager could gerrymander the RIF to the point that all the veterans are in a single area of competition, so they are the only ones subject to losing their jobs! In RIFs, the bump and retreat rights have been curtailed for all employees thus watering down veterans and non veterans protections as provided in the current Civil Service system.
