Robins AFB has destroyed my morale. I have had to watch minorities, mostly blacks and women, get promoted over more qualified whites for at least 20 years. After all that, the ‘Barber et al vs. Roche’ lawsuit discoveries happened in my office with my friends and co-workers. This lawsuit was about Robins AFB mangers taking appraisal points away from white males and giving those points to minorities. I would like to give my comments on the NSPS. First of all I think I may benefit from this system, this system has no benefit for seniority. My over 30 years would count for nothing, only my performance will count. Don’t get me wrong, performance should count most but my good work for over 30 years would count for nothing. The system will restrict union bargaining rights, and they could change workplace rules without a bargaining agreement. Under a reduction in force, it would consider performance as the first factor in laying off workers, length of service would count for nothing. The NSPS would implement stricter disciplinary rules and managers could reduce our pay for performance or discipline. They can even change your duty location. All of the above are really good ideas if implemented by fair minded managers and could be a great system to work under. Unfortunately, I know how corrupt most of the managers at Robins AFB have been. They will not even own up to mistakes made in the appraisal system or any changes that they have implemented so far since the lawsuit had started. When we have the NSPS, everyone I know will be even more scared to speak up. These managers will now be like little gods. Speak up now and you may be labeled a trouble maker and have your pay reduced or sent to the war zone. Currently I speak up because I have in over 30 years so I do voice my opinion much more than those with far less years. This has kind of become a right of senior employees. Where will the check and balance be under the NSPS? We don’t have any now at Robins and under the NSPS the managers will be given far greater power. I work hard and earn the same pay as a goof off. That does bother me a lot. The NSPS would be great under fair, honest managers. What does the NSPS mean in terms of the ‘Barber et al vs. Roche’ lawsuit? It tells me they will have the power to continue their unfair system and we will not even know that they are doing it. By this I mean that the minorities could get their pay banding raises regardless of their performance. Some things never change.
