I'm a DOD Federal employee at Robins AFB GA. For many of Robins employee the step increase and the cost of living adjustment, they are the closest thing to a promotion that many of us will ever see. It is a know fact that if you don't fix a certain mode, you are almost alway lft behind on the promotion block. The new system may have many good points but it has not been discuss with the employees at Robins to date. Under the current system management have been allowed to abuse the systems by promoting there friends and people that look like them (white). I say this because 90% of all the supervisors at Robins are white. What safeguards are in place to keep management from abusing this system. I don't trust my management to be fair. I am oppose to the implementation of the NSPS
