Comments:
Disagree with changing the personnel system. Do not agree specifically with pay-for-performance based on current supervisory rules. Do not believe that a long standing employee should have no rights capared to a new employee. There are too many political biased employees in the military DoD system. The current fair office of personnel management, Civil Service System should stay in place.
