It appears to me that this plan has nothing to do with national security, If it did they wouldn't be proposing the sweeping changes at all. Maybe some of the brain thrusts who came up with this ill concieved BS will tell me how driving into the dirt the morale of the employees who support the soldiers in the field will enhance national secruity. Congress better take a good long look at this plan and then send the designers back to the table, no wait, here's a better idea.... FIRE THEM for non-performance.
