Subpart D--Performance Management. Sections 9901.401 to 9901.409. Supervisors and managers are given too much authority under this new system. Many supervisors and managers are inept and untrained. This will promote employer favoritism among employees. Subpart F--Workforce Shaping. Section 9901.607 Retention standing. Establishing performance as the primary factor regarding retention takes away longevity for individuals, does not promote teamwork and continuity in an organization, and creates distrust with management. Subpart I--Labor Management Relations. Sections 9901.901 to 9901.929. There is no compelling reason to revamp labor management relations and collective bargaining that has worked well since 1978. It is unfair and unjust for an employee to have little or no recourse.
