dear sir: i am a career civilain employee of the Department of Defense and i have serious problems with the "National Security Personnel System" as proposed in the February 14 Federal Register. my specific concerns relate to the proposed new rules on Pay and Pay Administration (Part 9901 Subpart C). 1. it is my opinion that the current pay system is fine.why are we trying to "reinvent the wheel". changes are only good when necessary. you are trying to give supervisors and managers power that will surely backfire very quickly, negatively. this will surley destroy your once great system(the current pay system)!!!
