Whenever implementing big changes, it seems that it is always best to try them on a smaller scale to work out all of the problems that might be overlooked. This also provides an opportunity to see if the change in policy was good in theory, but from a practical standpoint, does not work. Also, for the record, no one that I work with believes that this new policy has anything to do with National Security. We all believe that over time, this new policy is intended to reduce government payroll. What bothers us isn't the fact that government spending needs to be reduced and that everyone has to do their part, it's that we feel that our senior government officials are insulting our intelligence by trying to pass this off as a National Defense initiative.
