The description is so broad in the Federal Register that I feel it's a waste of time to comment -- how can one disagree with the premises and broad concepts. So my comment is that we need to be able to comment on implementation details. Whether NSPS will prove to be a success is dependent on implementation. The details will impact our lives as DoD employees and I believe we should be provided the opportunity to comment on the details in addition to these broad concepts and plans. I started my career in federal service to support my country and make a difference. I hope NSPS will be an enabler but I am concerned that currently we will not be provided an opportunity to comment on the very details and key implementation policies that are critical to success. I would like a formal comment period to provide my feedback on implementation details -- are we in such a rush that we don't have time to do it right. This is too big and too important to leave to small groups alone. Give all of us a chance to be heard -- there are many bright people in DoD that could contribute if given an opportunity.
