There are 3 main concerns I have. The pay raises being set by the Secretary is of concern because he is appointed not elected. Congress should still appropriate the funds for pay increases so the the money can't be diverted to some other use as the DOD sees fit. Second, it appears the appeal process will be a stacked deck if you have any problem with appraisals, disciplinary actions or anything else since impartial arbitration will be gone. On another point there is very little information on how appeals will be handled, who picks the panel for instance and when it will be availible are suspect. Third someone should not be forced to work any where in the world on short notice as I have read about at other government agencies. These are not the only problems I forsee when you rewrite everything rather than just changing problem areas. This looks like there will be to much reliance on managements' ability to be fair and impartial.
