While extensive training will be given to supervisors and managers, both military and civilian, on improving skills for effective performance management under the proposed NSPS, there is no guarantee that a supervisor or manager will not abuse its power to practice favoritism and nepotism in granting jobs and giving performance appraisal. Since the labor union will be out of the picture under the NSPS, supervisors and managers do NOT need to worry about checks and balance and can do whatever they want, very much like a dictator or communist government official. Where is the American democracy? Should America put up with this communist way of doing things in the American government and DoD? The proposed NSPS will give exclusive power to the supervisors or managers, just like in a communist country. I therefore totally reject such practice and demand an overhaul of the proposed NSPS. Why not just add a few good things to the current GS system to make it better instead of introducing this proposed NSPS?
