Comments:
The attached contains privacy protected data, and you are requested to not publish on the internet. The attached is a white paper that describes the results of a pay banding experiment. The result of that experiment has not prevented political correctness from pervading the agency. The subjugation of merit to political has a very invidious affect on the organization. The organization loses because the best person is not in the job, the selected person is unhappy because they are in a job that they cannot perform, and the non-selected individual is denied advancement and the opportunity to contribute. My overall comment is to make merit so strong that the best individual is selected for each position. Our men and women in uniform deserve nothing less.
