Rif procedures are bypassed by shifting postions outside the local area of the existing job. As part of a reorganization, Navsea Washington eliminated engineering jobs by moving them to locations outside of the local area. Engineers that lost jobs were not offered access to certain job placement programs such as the ICTAP. There were not any offers or effort to retrain engineers for other positions. Engineers were told that though no fault of their own, their jobs were being shifted to other activities. After this reorganization, jobs were shifted back to Navsea Washington. Those engineers whose jobs were eliminated were not given any preference for these new positions. This has resulted in engineers leaving government service .
