Page 7581 9901.313(a) Please delete the first phrase of this section, "To the maximum extent practicable," Employees under NSPS should be assured of having the same amount of money available for pay raises as other federal employees. This paragraph seems to assure that, but this first phrase sounds like a loophole waiting to happen. If President Bush deepens his budget cuts next year, will it all of a sudden not be "practicable" anymore to assure the same pool of money to DoD employees? It would certainly be easier to take that money under NSPS than it would anywhere else in the federal government...
