General Provisions - Subpart A Waiving sections of Title 5 is alarming. Title 5 gives basic rights to employees to assure they are treated fairly. This proposal indicates that under the current personnel system, employees can not be used effectively. This is a method to open up a back door draft and use civilian employees to fill positions that should be staffed by military personnel. This is a farce. If employees want the job of military personnel, they should enlist. To change the current civilian staff into a military- like position is disgraceful. The American public should be outraged at such a proposition. You are taking away employees basic rights afforded to them under Title 5. This proposal is saying the employee rights afforded to them in Title 5 are wrong and Unions have no place in America if they are not allowed for Federal Government Employees.
