The NSPS has a great weight on acceptable performance. What aspect of the NSPS gives the worker confidence that it will be a merit system where a corrupt person cannot abuse those employees who in fact deserve good treatment? What part of the NSPS will protect the good employee from abuse of the performance dermination?
