In general the idea that you can infuse capitalism on the government worker is absurd. The government does not anwser to the bottom line as in business. It justs prints more money. This proposal is nothing new, managers not answering to the bottom line are promoting thier friends to get raises or be in "expert" positions is the case currently. There is no real change in government, only a greater degree of the same inequity. It will cost the government lots of money to put this new system in place with no tangable results. Managers who promote their buddies do not answer to the bottom line. In the real business world the compteitor with the best bottom line beats the other by puting them out of business. In government you have no such controls.This program will have the opposite effect as that intended, only to futher politicize the government and futher promote inequality leading to worker disgust. People who are fine, and dedicated workers will not be given the raises they deserve to keep up with the cost of living. Their paycheck will erode completly over time and they will exit in disgust, only to seek private enterprise answering to the bottom line. Once the politcal parties change there will be a radical shift in loyalties within the government. Just look as what happened to the auditor that was a govenment worker who reported the Bush Administrations Prescripton Drug Plan audit results that were not in line with the Administration, she was fired. Or the auditor who protested the Haliburtan contract that was without competition for 5 years instead of the usual 1 year, also fired. This had cost the American taxpayer dearly. This Administration has been spending more money than any other administration, by far. Is it time that they stopped tinkering with the government and were held accountable for the damage they have reaped so far with their astronomical budget deficits. Even the Republicans Conservatives are alarmed and are taking notice.
