Comments:
I have worked for 27 years for the federal service but do not have the age requirement. I would retire if I would not be penalized the age difference. Being that I can not; I feel I have seniority with my time in grade. If NSPS is approved I could be in a situation where my time in grade does not count. HOW FAIR IS THAT? I feel this system is going back to the "good ole boy system". We will not admit that it exists but we know it does. Favorism & nepotism exists; no matter how you look at it. I am one of the lucky ones; my work ethics and abilities are admired and acknowledged AND my past 10 appraisals mark high tos how that. BUT at any time I can have a supervisor who sees differently. I have no avenue to have an unbiased arbutractor come in. I am on retained pay due to TWO PRIOR RIFS; is my pay potentially targeted to be lowered if funding is not available? It sound ludicrous to say that a civilian unless you are in a specialize field could be deployed or TDY similiar to military deployments. Civilians and military are not alike; apples and oranges. They are 24-7 and we are 8-5 employees. The system is suppose to allow for managers to hire and fire and acknowlege workers more readily. I can not see how an employee with 20+ years is not more qualified than a person with 5 years of service. If the 20+ employee were not qualified then it should have been documented in the years and terminated. Someone was not doing their job. My concern is having a military supervisor which working at AF installations is the normal. These military personnel do not want to learn the civilian process and I feel this is an injustice to us civilians. Military and civilians are not in the same family. I feel the NSPS system is an unjustice to the working people. Thank you for allowing me to express my concerns.
