I have been reading some of the proposal for the NSPS. My first question stems from being a AFGE Local President. As the NSPS refers to Labor Relations, Adverse Actions, and employees rights to grieve adverse actions, there doesn't seem to be a plausible answer as to how and employee or his Union can protect their rights. Why is this? The pay Ban also has some questionable parts. It is being proposed that certain GS levels (such as 5/6/7) are going to be put in the same pay category. Why? These levels get paid different amounts as we progress upward. Removing all the Step Increases is also a problem. Where is the incentive for longevity? Employees that have loyalty to this Government deserve to be shown the gratitude for that loyalty with the longevity pay increases. I do not know all there is to know or understand about this NSPS; but what I do see is the return of the "Good Ol Boy" System. If you are friends with your Supervisors/Managers, you get a raise in pay, if not too bad for you and your family. That is not fair to any employee.
