I fully support the federal employee unions law suit against Rumsfeld and the acting director of OPM for not bargaining in good faith with employees. Any perceived failure of the current civil service system is more than offset by the dedication and loyalty of those called to serve their nation. Granted there are several aspects of the system that can use some reform, but to throw out years of layered development to satisfy partisan hacks runs counter to national security, sound economics, and moral obligations to the American people. Please remember that the main proponents are those same people that sold the public 'WMD' and led the nation into an ill-advised war. How are we to trust the same neo-cons who now promise to 'enhance' the civil service with the ruse of 'national security'. I have begun looking for work outside of DOD because the thought of installing a good old boy system and calling it NSPS is too hard to bear. Many of my coworkers have expressed similar thoughts. Now instead of subtle pressure to break bread with your supervisor, attend the same church, join the same political party, go on shopping trips to Poland together, join the same ski clubs for trips to Switzerland, etc., the bias will be open and those of who chose to work at 100% and devote our careers to America will not be rewarded with deserved annual raises. I regret the hurried response, because with a MPA that required in-depth study of civil service from its inception, I have much to say about the folly of 'throwing the baby out with the bath water'. Any shortcomings of the current civil service system can be attributed to poor management and that will not be fixed by changing the ground rules. Management shortcomings must be addressed by training and leadership enhancement. If there had truly been employee input, this abomination would never gotten this far.
